Muzaffarnagar is UP's largest cane district. Mills there owed farmers ₹1,300 crore in 2024.
Across western UP, late payment has been the main grievance for decades: there were protests in 2009, about ₹10,600 crore was owed statewide in 2019, and farmers held sit-ins in Meerut again in December 2025.
