Distress migration
For decades, people in Bihar have left the state for low-paid work elsewhere because there is not enough work at home.
Open for ideas, evidence and questions.
What we know
The state government has set 2030 as the year by which no one should be forced to leave for labour. Opposition parties cite official data putting the number of young people who have left at about 2.9 crore.
Many migrants are away when voter rolls are revised. About 65 lakh names were dropped from the draft roll in the 2025 revision, many of them migrants.
Open questions
- Which districts send the most workers out, and to which states?
- What would it take for a district to keep its young workers, and has any district managed it?
- How can a worker who is away for most of the year stay registered to vote at home?
