Education spending far below the 6% goal
India first set a goal of spending 6% of national income on education in 1968. By the Economic Survey's measure, the Centre and states together spent about 2.7% of GDP in 2023-24.

What we know
The National Education Policy 2020 repeated the 6% goal. International measures from UNESCO and the World Bank put India's spending between 3% and 4.6% of GDP, depending on the year and what is counted. Every measure falls short of the goal.
